Auction 78 re-auctioned spectrum that either did not receive a winning bid in an earlier auction or was returned to the FCC post-auction. A total of 35 licenses were auctioned in the Advanced Wireless Services 1710-1755 MHz and 2110-2155 MHz bands (AWS-1). A further 20 licenses in the Personal Communications Services (PCS) C, D, E and F blocks were placed in the auction, with all but two receiving bids above the reserve price.
Auction 78 generated $21 million, with fourteen bidders splitting the AWS-1 licenses and eight bidders winning 18 of the 20 PCS licenses. The two licenses remaining for another day are the PCS F block license for Martinsville, Virginia, and the PCS C1 license for Oneonta, New York.
Interestingly, the only major incumbent participating in this auction was US Cellular, through an agreement with Aquinas Wireless, LP. Aquinas was the winning bidder for three AWS licenses in Michigan, Indiana, and North Carolina, and two PCS properties in North Carolina and Virginia. As in the 700 MHz auction through its King Street Wireless agreement, US Cellular/Aquinas has requested a DE bidding credit.
